Ben,
I started hearing this as a generalized statement after the last overhaul of the Paperwork Reduction Act (1995). This was an attempt to reduce the paperwork generation and retention requirements on businesses. Federal agencies were to avoid placing retention requirements on records for longer than 3 years. Several types of records were excluded (certain employment-related or environmental records, etc.).
