Hi Dick,
  Under the strict legal definition (defined under various states' public records act) most state governments operate that way.  Virginia is the only notable exception that I can think of- they actually specify maximum retention as well.  Here in Illinois agencies are free to set policies that define maximum retention, as our records commissions only set minimum retention.  In most cases I have run across there are not hard rules about maximums, however much legal counsel might advise to that end.
