Specifically at risk are complaints and records relating to every
investigation of police misconduct dating back to 1967. The trove of data
was requested by the Chicago Tribune and Sun-Times under the Freedom of
Information Act last year, following an Illinois judge’s ruling in favor of
journalist Jamie Kalven in another FOIA case holding that the public has a
right to know which police officers have been accused of misconduct and
whether and how they were disciplined
