My take.  Records are assigned a "record category" for the purpose of determining destruction eligibility. At some point some records went on legal hold and could not be destroyed when they were eligible. In my book the "destruction eligibility" does not change because the records are on hold -- the destruction activity is just suspended. When the hold is released, those records would be destroyed immediately. 

Now sometime during the hold period, the timeframe for those particular records changed. So I would apply the new timeframe to all existing records under that record category and a new destruction eligibility date is calculated. They are still on hold so the new date is somewhat moot. But when the hold is released, the new destruction eligibility date has either passed and the records are immediately destroyed or it has not and they continue until the date has been met. 

Either way the calculation of when to destroy the records is based upon its original trigger date and the applicable timeframe. Whether it can happen or not depends on the existence of any holds.
