The question for assigning retention is always the value of the
records/data.  What is the fiscal, operational, legal and historical value
- or evidence of transactions and decisions made. Generally the longest
value wins the decision.  Does a 'snapshot' have any of these values?  A
snapshot may have only partial evidence (not the full or completed
evidence) so the value could be more detrimental than helpful
