In our training for Departmental Records Coordinators (DRCs), we stress that policies, plans and certain other documentation is RIM at the 50K foot level. The manual is RIM at the desktop level (this is how we do RIM in Finance, or Accounting, or HR, etc. etc.). You might have links to policy documents and other relevant resources, but the manual's main job is to direct employees to contacts (call x to order boxes), best practices (my personal fav - never, ever, have the sole official version of a record on a removable storage device) , and most importantly, their records (we have x records that are vital; x records that are historical; and this is how we handle them...)
