I once had advice from the CEOs of two large EDMS vendor to take the per
seat software license cost and multiply it by two, and that starts at the
point where you select the software. My experience is multiply it by more
like four.

And as for the cost of software selection, that will depend on your
procurement processes. Save costs at the selection end, and it WILL cost
more to roll out.
