If I may respond briefly, I believe IM should have a close partnership and
working relationship with our National Archives.

The Library and Archives of Canada (LAC) is working with departments to
improve IM practices in the Government of Canada:
*       IM Capacity Check Tool and Pilot Assessments
*       Review and Validation of Records Disposition Authorities
*       Clearing Paper Mountain Pilots
*       Electronic Records Archival Infrastructure Strategy
*       Records and Information Life Cycle Management Guide
*       Classification Design/Implementation Guide
*       Guide on the Management of E-Mail Messages
*       Federal Records Centres Strategy
*       Records Retention Periods for Common Administrative Functions

Our IM community and Library and Archives Canada have a shared IM Strategy &
Plan of Action for the Government of Canada (GoC) that:
*       Recognizes information as a valuable asset
*       Builds a robust IM infrastructure and policy framework for the GoC
*       Increases knowledge and understanding of the
*       importance of IM for good governance and accountability
*       Builds strong leadership
*       Develops skills and training for the IM Community
*       Includes an e-Record Strategy
*       Commitment and Resources

Here is a link to an interesting document entitled, " Appraisal Methodology:
Macro-Appraisal and Functional Analysis Part A: Concepts and Theory".

general purpose of this document is to provide an appraisal rationale and
methodology for archivists in response to the comprehensive, multi-media
submissions received by the National Archives under the Multi-Year
Disposition Plan (MYDP) of the planned approach to government records
disposition.
There is another interesting document entitled, "Networked Electronic
Publications Policy and Guidelines, Electronic Collections Coordinating
Group, National Library Of Canada, October 1998", which you may find of use.

Finally, here is a policy document which purpose is to state the principles
that guide the preservation activities of the National Archives of Canada
(NA) in fulfilling all aspects of its mandate. It gives direction to staff
for carrying out their responsibilities regarding the preservation function
and communicates to those outside the institution the principles which guide
preservation in the National Archives.

Working jointly Archives and IM practitioners have agreed that we need to
derive standards for storing and locating information.  Some of the
initiatives being examined and implemented are the creation of standard
naming conventions, metadata, content management, thesauri, Uniform Resource
Names / Uniform Resource Identifiers (URNs / URIs), Persistent Uniform
Resource Locators, PURLs, Handle Systems, Digital Object Identifier (DOI),
Archival Resource Key (ARKS) and encryption standards (Public Key
Infrastructure).
The Archives has to work closely with IM departments in the GoC as they are
charged with various responsibilities regarding the disposal of this
information, including the authorization of records destruction by
government institutions and the preservation of records for their historical
or archival importance.
