About the investigation
Situation: On Nov. 2, voters will consider a state measure to make
access to public records a constitutional right. To assess the public's
ability to obtain government records, The Orange County Register sent
reporters to 88 public agencies. They did not identify themselves as
journalists, because state law allows anonymity.
