Xoposho prinimyaetca.  Ok, forgive the lack of Cyrillic keys ;-)  Great to
hear from Russia.  I am currently in Hong Kong which differs from both your
former and current archive/records structure--no enabling legislation. Here
are special challenges in such an environment in that one must continually
find ways to make your program relevant in current terms in order to have
adequate support/resources to achieve objectives.  While the change you are
experiencing may be disheartening, challenges make for creativity and new
solutions.  In Canada, the model is similar to what you describe in terms of
the federal relationship of the national, provincial, etc. archives.  The
legislation of retention within the organization of origin is a new twist,
though, one determined with regard for the implications, as you say.

In Europe and Asia, the is a much tighter integration of archives with RM
and some of the underpinnings differ as a result.  It would be interesting
to learn more about the views of your country and region on evolving
standards such as ISO 15489, the continuum model versus life cycle, etc,
etc.
