In case anyone is interested ....

Well I dug around a little more, and found that most European countries
do not seem to have the familiar (at least to we Americans) "City,
State/Province, ZIP" format. England (which is what I was specifically
looking for) calls their states "Counties" but it is an optional part of
their postal address. I did find the following sites that give customary
addressing formats for many countries.
