I suspect that no-one is seriously suggesting that there is a deliberate
conspiracy against good records management, but I thought it apt to recall a
quote which relates to conspiracy theories.

Paraphrase: "Most human evil in this world is not caused by deliberate
intent but by stupidity".  And I would add, laziness.

And people in IT, just the same as all other human beings, are constantly
prone to stupidity.

...and you're right...it is "...as if the technology industry were trying
to find ever more inventive places to hide records...", which is why it's
incumbent upon RIMs to remain educated and keep up with the trends as they
