Boy, John, you took the words right out of my mouth! "State of the art"
even makes my IT friends cringe! One option for improvement may be to
require that agencies utilizing conversion technologies file a plan with
the State Archives that establishes how a particular technology will
maintain the records for the length of time required. One could even
establish a baseline retention, ie when conversion technologies are
utilized for records with retentions in excess of x number of years (I
would suggest greater than 10 years), such a plan will be filed. This
notifies the state and gives them the opportunity to audit the
application and ensure that adequate steps have been taken to ensure
preservation.
