IRS actually has a brochure that addresses tax related records.  Check
out http://www.irs.gov/individuals/article/0,,id=96820,00.html where
there is also a link to Publication 552 (Titled Record Keeping for
Individuals)

It is not the clearest explanation, but is another resource.

I, for one, appreciate any efforts to help education the general public
about record keeping.  I plan to put these sites on our internal
employee web site as a part of promoting RIM awareness next month.
