My current employer worked with a consultant back about 5-7 years ago to
develop records schedules, including general records schedules.  Within
the records schedules was a series for records of departing empoyees.
I've only been there about two years.  I don't have the schedule on me
this moment, but when it came time to review things I said no way to
that.  The documented procedure now is to give whatever active materials
there are to those who will be taking on the responsibilties of the
departed, place any inactive records in whatever place they should go
(department central files, off-site...) and what is left of reference
materials to whomever will use them, and the trash goes in the
trash/recyle bin.

IT has procedures for granting supervisors access to e-mail and other
electronic files.

No just shipping the "Desk Files" to off-site!
