My take on the subject is a bit different from Larry's.  I have always
looked at Super Users as the select group that had greater permissions
than the regular user but not as much as the system administrator.
Their role was to resolve issues that were beyond the authority of the
average user. A super user might have quasi-administrator privileges for
a certain class or classes of documents but not across the entire
system.
