Gary,  Possibly use a simple barcode on each tool and set-up the process
where each site manager is required at a particular interval to scan the
barcodes and transmit them to you.  Low end scanners are inexpensive and
they could be imported directly into your database.  This is the way our
company controls/monitors/locates all our test equipment.
