I agree with Larry that a bit of policy implementation, education and
enforcement should work.  However, if the grumbling and non compliance with
the policy continues to run rampant and management wimps out, perhaps a
technological solution is in order.

I'm not an expert in inventory tracking, but it seems that and RFID or other
GIS based tracking system would be appropriate here.  Tag each tool with an
RFID tag and they could be tracked wherever they are located.  Keep in mind
that policy enforcement would be less expensive and would probably work just
as well.
