Succintly, e-commerce drove the privacy legislation.

PIPEDA (The Personal Information Protection and Electronic Documents Act) is
Canadian federal legislation that came into effect in Jan.2001:

INFORMATION PROTECTION ACT)is legislation enacted in Alberta and also
legislation enacted in B.C. (often referred to as Alberta PIPA and B.C. PIPA
(http://www.electriclawyer.com/privacy/news.html

Briefly, privacy issues and applicable legislation came about as a result of
the European demands for privacy with trading partners  and increasing
e-commerce.  Canada came onside with federal legislation to address privacy
issues (PIPEDA)in Jan.2001.  The federal act stipulated that unless
provincial legislation was enacted substantially similar to the federal
legislation each province would be regulated under PIPEDA effective
Jan.2004.  Several provinces did up their own Acts (Alberta/B.C. - PIPA)and
were deemed to be substantively simular.  Quebec had legislation prior to
PIPEDA and it was accepted.  Other provinces have/are in looking at enacting
their own legislation.  I believe Ontario has their own as well.
