Sheri: I presume your talking about your in house storage facility.
There are a few things that you will need to have before you can
realistically come up with a figure of cost per cubic foot or Records in
the inactive Records Center.

First, Your cost per square foot for the space being used for storage.
Second - Do you own or lease or rent
Third - If you own what's the cost of utilities, and/or janitor
services (if any)
Fourth - What's the cost of your storage boxes
Fifth - Cost of shelving
Sixth - Cost of furniture and other fixtures (including desk, chairs,
tables, etc)
Seventh - and most expensive Labor and Supervison
Eight - Cost of Shipping and Receiving

One other thought, if you build a new facility, that costs in today's
dollars will be astronomical.

You really should know how much it cost inhouse versus in Commercial
Records Centers as well...

Lots of variables go into arriving at your specific cost...there are
several books that you might want to get from the ARMA Bookstore - they
are:
Information and Records Management by Madeke - Robek and Brown
Information Resource Management by Ricks, Swaffford & Gow
Records Management Handbook - by Penn, Pennix, and Coulson
and Finally-  Cost Analysis Concepts and Methods for Records Management
Project by Bill Saffady.

by number of boxes stored.  Then factor in the overhead costs such as
labor
and utilities.
