At one of the sites I worked for we used developmentally disabled personnel to assist us with qa on both microfilm and scanned records. They did outstanding work, we always passed audits, and they were very easy to work with. Basically this staff reviewed each piece of paper against the film/image and if they found a problem they reported it to a team leader who flagged it for one of my staff. We worked in an environment where we had to have that kind of accuracy.
It's a workforce that is often overlooked, but they were very good and it was cost efficient for us. We actually worked with a group home who did the contracting with the individuals, provided the team leader, etc. If this approach interests anyone, please contact me off line and I'll see if I can find contacts for you.
