Laura,  I don't work in the legal field but you should be doing a
cost/benefit analysis to determine whether the project will actually save
money.  If the only goal is to save off-site storage fee's I think it's
very doubtful your ROI will be worth the effort.
It would also depend on other factors such as retention periods,amount of
use, how quickly  you need them,whether you will be doing a backfile
scan,etc.

I really feel you need to look at the overall process and decide what the
real needs of the organization are.
