Hi, Dava,
The main criterion I used to move records from one offsite storage company
to another offering better service was activity, not retention.  The
departments with the highest activity, and which required accurate and
timely delivery were in the Human Resources, Accounting and Finance
divisions.  It sounds like you are looking for the opposite - so look for
those divisions or departments which generate records which must be kept
for long periods with little or no activity.  Your activity records should
point you the right way without ever having to inventory a box!
