For users with a few clues, we've had good success with moving all the
legacy documents in bulk, folder structure and all, into a folder in the
new system called 'archive' or 'old stuff' or similar, and locking off the
shared drives. Then we tell the users that whenever they retrieve a
document from the 'old stuff' folder they must not save it back there
again, but must move it to the correct location.
At some future time (eg 6 months) you sit down with the user and have a
good look at what is left in the 'old stuff' folder. You can probably
delete a lot of it, archive off most of the rest, and manually drag the
residue to the correct locations.
This assumes of course that your new system allows you to do bulk loads,
and you don't mind having an additional folder in the new system for each
user called 'old stuff'. Or whatever.
We've used this successfully even without an EDMS to migrate people onto
shared drives, or onto a new folder structure on shared drives. It's a
good way of isolating the 'old stuff' which is needed, without wasting
effort migrating stuff that will never be used.
