Gus,

It may be better to centralize the scanning and to use your team's
micrographics expertise to manage the process of generating microfilm from
the scanned images.  That way, you can protect the University's records,
leverage what your group understands best.......  AND meet the "demand" or
interest of your constituent departments.  I suspect that your end-users
understand their own limitations, and perhaps are appropriately concerned
about quality issues, etc.
