Cheryl and everyone else,
It is possible to have some less formal destruction procedures, but I
believe that it is of prime importance to track every type of record that is
destroyed at least to the records series and date level, preferably a file
by file listing. I have worked at one organization that implemented
different procedures for records with a 2-year retention period. Those
records required only a listing of records series and dates with the
department head's signature and the department records officer's signature.
This was filed with the records manager to prevent exhaustive searches for
files that do not exist. 
That destruction policy is in the public domain. If you would like to have a
copy of it, please let me know -- PRIVATELY.
