There are a number of products that are fully capable of providing a DoD
5015.2 certified product that will handle email, scanned and "digital"
documents.  Some have the ability to extend their capabilities to manage
documents in microform or paper form....... 

It is true that the standard provides a framework, and an architecture that
the software must meet.  It is also true that any organization has
significant work to do in order to make full use of the capabilities of the
software.  However, I would disagree with the assessment of your presenter.
