Orgs are supposed to issue holds when their legal counsel 'reasonably
anticipates' litigation. 

Yup, this is a vague standard, but one that was a focus of the Zubulake
case. The lawyers are on the hook for determining when litigation is
reasonably anticipated, which is why they get to issue the hold.
