Theoretically, It's possible to get 97% accuracy - though I am not really sure what the real world figures are !
This is achieved by a technology called "Voting" where two recognition engines are used and they then "vote" as to what is the most likely to be the real character when the have a suspect character. Many vendors of products using ICR / OCR features are now increasingly using this two engine voting system. This includes Dicom (Kofax / neurascript) and Anydoc.
Forrester Research has a report on this, which one has to buy, where apparently they give these real world accuracy figures. Check this link:
