Sure, you may establish new and different periods for new materials, or
you may extend or suspend destruction due to business needs or legal
matters, but you don't otherwise change them.

Larry, I have to honestly disagree with you on this one. With only a few
exceptions (for example, HIPAA requirements, which took effect on a
specific date and specifically did not apply to records created before
that date), changes to retention requirements are applied to all records
currently managed within the record series, even records created prior
to the change, unless otherwise stated in the relevant regulation.
