Here in the State of North Dakota, Records Management authority is
vested by statute within the Information Technology Department.
Personally, I think it is very appropriate. My reasoning is this.
Without a very good working relationship and educational program for the
IT folks within an organization, RM is a nearly dead horse. As the
organization transitions from a paper to electronic world, RM decisions
need to be made at time of system design and development, not after the
systems are in place. The best way I know of to do this is to work
within the system, understanding IT needs and communicating RM's.
In other organizations the function has been under Administration,
Engineering or Quality Assurance. All have worked well in their
respective organizations. However, in today's environment, IT or
Compliance would be my first and second choices.
