This is an address to the National Archives of Australia which explains  the functional classification process for us down here.  It is drawn from AS ISO 15489.

Does anyone have a good definition for a function based classification 
system?

Secondly, as we look at moving our subject based system to a functional 
system, the hierarchal approach will be function, sub-function and then 
activity.  Any thoughts on this?
