Depending on the need date, the ARMA SDC's product is getting REAL CLOSE to
issue (in PDF form, at least)... it was pre-press previewed at Conference.
This is a *Guideline for Evaluating Physical Records Storage Facilities *it's
a 50+ page checklist that includes a number of excellent parameters to
evaluate for both your RFI/RFQ and RFP phases, because you typically ask for
differing levels of information in the two phases of the process.

No hard/fast scheduled date yet, but if you can be patient, it'll be worth
the wait.

PDF comes first; longer term goal is the release of a web-based interactive
tool that can be customized to meet any organization's specific needs by
selecting the portions of the product most related to your requirements.
