I am a mere humble user of RM and IT systems.  However, it is MY
responsibility to declare any email messages I send or receive as
records (or consign them to the bin).  Of course, our Information
Management experts give us guidance and training on what to stick into
our record keeping system.

It is not any different to the olden days where the end user decided to
stick a document on a file, thereby calling it a record.
