As far as I can tell (without registering and reading pages 2 and 3 of
the article), all it is discussing are the changes to the FRCP and
saying that schools are subject to the Rules as well.  That shouldn't be
taking anyone by surprise, should it?

As far as handling it, I guess it depends on what your role is.  If you
are the RM who is responsible for school records, then you need to take
the lead to ensure the schools are prepared to deal with ESI
requirements.  If you aren't responsible for school records, just an
informational resource to those who are, then you might want to be ready
to share some contacts of reputable consultants who can help them.

Regardless, you certainly can calm their nerves and explain that it
doesn't necessarily mean they have to save ALL emails, but they will
need to save any email that is subject to (or reasonably anticipated to
be subject to) litigation or other official proceeding.  Other than
that, they should be managing their email as they do all of their other
school records.  Perhaps put it in the context of, "how did you manage
this type document when it was in hardcopy - before you started emailing
it?".  Whatever their answer is is the same answer for how to manage the
emailed version (eg keep it for x number of years, etc.).
