I think his issue is that he doesn't have the content database which the
workflow product would update.  Workflow software (at least those that I
am familiar with) don't include an underlying database that would have
the non-workflow related functionality he needs.

I agree about MS Access, I've used it many times in the past and have
found it to be generally adequate for the needs I had at the time.
