Aloha Blake,
What you've described is the exact dilemma records and information
managers will face when migrating "fixed" content images to other
storage devices and to purge any inactive records which have met their
retention requirements. In addition, the issue has never been resolved
as to "authenticating" fixed content images which have been migrated
from one storage media to another. (i.e. with the original hardcopy
record destroyed previously)
Migrating to servers or disk arrays could solve the issue of extracting
inactive records, but also raises the concern over "alterable" media...

Brent, prior to leaving my last employer, the IT department migrated
approximately 12 million images from the juke to servers. From a
records management standpoint, I did not fully agree with the approach
of migrating all images to servers, but due to the IT infrastructure,
there was no effective way to segregate inactive from active records, or
migrate just the active records to the server.
