Lets try this in a couple of places to see if it makes sense.  Retention
of contracts: Active + 6, who deals more with contracts, managers or the
lower level folks in the department.  My money is on the buyers and
buyers assistants.  Do the same for HR and you have the same result,
while the manager may weigh in once in a while, HR analysts and clerks
actually do the work.  

Maybe the vendor has the model upside down.
