Hello Nishika: Since you are scanning public records I suggest you 
contact the State of New Jersey's Division of Archives and Records 
Management (http://njarchives.org/links/imgcertification.html) Any 
scanning of public records in New Jersey must be sanctioned by the 
State Records Committee and adhere to guidelines in the New Jersey 
Administrative Code.
