while that is a good suggestion these particular transcripts are being
submitted as part of an application process. I'm not familiar with the
NJ regulation but I think it would apply more to records created and
maintained by an agency.

My question is why would you want to image applications since many of
them may be rejected. Is the imaging being done to make the review
process easier? or is it for some other reason
