Hi Peter, et al: I used to run the certification program for the
State of New Jersey. New Jersey Public Law 1994, Chapter 140
requires the certification of image processing systems used for the
conversion of public records. Transcripts of a community college are
public records.

Note that an image processing systems is more than just hardware and
software; it is more importantly the records management program that
incorporates the use of the hardware and software. It is a matter of
public trust, especially for long term and permanent records such as
transcripts. NJDARM may not initially recommend an agency's system,
but will work with them to make certain that they rectify
deficiencies in their application/image processing program.
Ultimately my point is that this is something a public agency in New
Jersey should be discussing with NJDARM.
