Thanks to everyone who responded. Once again, it sounds like we as
Records folks all face common struggles.

In addition to the links that Dean and Lee provided, my Google searches
turned up the following tools:

There is a webinar with a demonstration of the product on the IDBS site
which I thought was particularly of interest. The tool seems to have the
necessary functionalities to meet the needs of both engineers and patent
counsel: the ability to lock down entries once they have been
notarized/saved, remote access, password security, security/entry logs,
the ability to add hyperlinks and attachments to an entry, etc.
