Lisa, if any of this group's concerns about non-compliance relate to issues like the limitations of the existing technology environment (or any other issue that might be beyond current human control), you could consider doing a risk assessment to identify known gaps and address these in the policy at whatever level seems reasonable. As Peter K pointed out, no system will achieve 100% compliance, but it helps to be up-front and mindful about why not.
