I don?t think that the number of employees alone would dictate whether or 
not they hire someone full-time.   Possibly the number of employees and 
the industry in which the organization works would dictate a requirement 
for a full-time records manager.

A highly regulated industry or one that could be subject to a number of 
litigation issues would need someone to stay on top of things
