I agree with what Ginny and others have said regarding the historical
relationship between RM and librarianship.  In addition, though, it
should be noted that one of the primary reasons why these two related
but distinct professions are frequently linked is the common source of
education and training for both.  Currently, graduate-level education in
records management is generally available via Library/Information
schools/departments or business schools/departments.  Courses in RM are
taught out of these schools, as there generally is no university-level
School of Records Management.

Records management as a discipline grew out of at least two things -
archive management and the federal Paperwork Reduction Act from the late
1930's/early 1940s.  In fact, records managers as we know the profession
in the U.S. are usually called archivists in Europe.  The Paperwork
Reduction Act spawned such RIM concepts as records retention and
disposition, inactive (inexpensive) records storage, correspondence
management, and forms management.
