I would say that it is necessary to have an office of primary
responsibility.  If there are duplicate records in the organization, the
duplicate records would be retained for their administrative use and then
disposed of leaving the office of primary responsibility with the official
records for the total retention.  (pfew!!! how is that for a sentence?)  You
get the point.

Then again, if more than one office is doing the same function, would this
not mean there is redundancy of effort?  Could the Records Management area
then jump in and be the hero by saving the cost of the duplicated
area?...... Just a thought.
