Absolutely, the first group.
1.  Allow no additional editing of the base (parent)document
2.  Allow no additional editing of the component document
3.  Capture the locked down version of the base document and all
components

The compound document as a whole is the record - not just the base or
the base and some of the components.  We do this now with our CAD
records by creating an "as-built" or "as-bid" saved record, and then
allowing a new compound record to be created incorporating edits and
revisions. (This is a form of version control and is required by ISO
9000 for those who must meet this standard.)  Allowing the component
documents to be edited changes the base document because they are
linked.  So the base "record" would be ever changing and no longer a
record of a particular action, decision, set of circumstances, etc. if
the components were allowed to be changed.  As Jesse said - the auditors
want to know what the record said 3 (or 5 or 1 or 7) years ago.
