  I interpret the definition of a record literally, so that which is
created during the normal course of business can also be destroyed
during the normal course of business.  
   
  No one approaches me to create/declare a record in Documentum unless
they need help from a procedure point of view (I know what records they
are creating because of regular updates to the folder structure) .  I'm
not going to approach end users when their records are eligible to be
destroyed in Documentum (I regularly peruse the records in our folder
structure to ensure they are classified correctly anyway).
   
  I have Legal sign off if there is a hiccup in the destruction process
(for example, a hold)--otherwise, the destruction is a go. 
   
  Destruction *is* a scary thing, though.  On my end, I check everything
closely, but I proceed forward with "regular" destructions--including my
own electronic records about the destruction.  The attorneys I've talked
to about this approach agree it's ok.
