Thank you everyone. I guess I remembered better than I thought, just
didn't realize the context in which it was first developed so the last
part didn't make sense to me. I'll just have to rephrase it from "paying
customers" so to speak, to "other, higher priority obligations" or what
DON'T you want to get done in order to work on this?

For "cheap and good but won't be fast", think in terms of the developer
doing a favour for a friend. The work will be inexpensive and of good
quality but it will only happen when the developer has some time to
spare.
