The Director of Operations reporting to a Deputy Commissioner should be on a higher level.  The Civil Service title should be Associate Public Records Officer or even Administrative Public Records Officer.  As a former Associate Public R.O. with managerial functions, this makes the most sense monetarily and is more in-line with the massive job description.

Sorry but I can't let this go by: organizations that offer insulting salaries need to be slapped on the wrist and pointed in the direction of salary information resources. Potential candidates please remember that your skills have value and when you accept a position that pays so far below industry standard (adjusted for geography) you are doing a disservice to yourself and to your profession. This disservice could hurt you yourself down the road in a few years when you are looking for a salary increase at your current job or when you are job-hunting.  
 
Whoever it was at Fred's organization who determined the salary for the Director position  posted below is clearly living in fantasy land.

There are free salary information sources from places like the Dept. of Labor. HR departments know about these because it's what HR people do for a living.

I guess you are hoping to attract candidates who are somehow both 1) intelligent enough to do a Director-level job and 2) too clueless to have any concept of the market value of their skills in the real world.
